Corinne Celko focuses her practice on land use and development law, obtaining permit and entitlement approvals for a wide variety for development projects. Corinne assists clients in building what they want, where they want, and how they want. She helps clients move nimbly and efficiently through land use laws, development regulations, and the local government development approval process.
Corinne has experience advocating at local government hearings, moving through the local land use application process, and handling cases before the Oregon Land Use Board of Appeals. Her background in these areas provides a unique perspective when advising clients in the cannabis industry, especially because she has worked with various cities and counties throughout Oregon to adopt regulations specific to cannabis-related uses.
Prior to joining Emerge Law Group, Corinne served as Counsel at Perkins Coie LLP, an international AmLaw 100 law firm. She also previously served as an attorney at Lindsay Hart LLP, a boutique litigation firm, and is a former Deputy Magistrate and Judicial Clerk for the Alaska State Superior Court.

Experience
Successfully won two appeals at Land Use Board of Appeals (LUBA) against Deschutes County relating to its repeated denials of cannabis business’s land use application based on an erroneous interpretion of the county code prohibiting cannabis production facilities within 1,000 feet of a “youth activity center”.
Successfully argued before LUBA against a petitioner challenging Yamhill County’s approval of a cannabis and hemp processing client’s site design.
