On the heels of the new retailer tax compliance certificate requirement, OLCC has quietly added more cannabis license application requirements and resurrected some old ones. Given the current moratorium on new license applications, the requirements apply only to change of ownership, location, and some alteration applications, as applicable. See a rundown of items which OLCC now requires:
- Producer Water Use Form – Applicable for producers only, a completed version of this form must be provided to and approved by the applicant’s regional water master. The form helps the Oregon Water Resources Department and OLCC confirm the legality of the applicant’s proposed source(s) of water.
- Legal Access Document – OLCC is again requiring a lease, sublease, deed, or purchase agreement establishing the applicant’s legal access to the proposed premises.
- Metrc Certificate of Achievement – For new licensees, such as licensed business buyers, OLCC is requiring proof that at least one “applicant” has completed new business training in the OLCC’s seed to sale tracking system, Metrc.
Applicants should now be prepared to provide the above items when applying for a cannabis license or making certain license changes.
